Hi Elboya Britannia Community Association members,
Between a number of events and the work the board and community volunteers undertook on the Blanket Upzoning Bylaw, it has been a busy month! As a result, our newsletter is a little longer than usual.
Events
We have a number of events coming up over the next few weeks before we take a bit of a hiatus for summer - more details below. As always, if there are any other events you would like to see this year please let us know. Please email us at info@elboyabritannia.com.
Thanks to all of those who came out for the Easter Egg Hunt March 30 it was a lot of fun!
We also held our Annual Community Clean-up on May 12, with donations made to the Calgary Drop-In Centre and lots of garbage and electronic recycling collected. We’ve also requested that the City not schedule our event on Mother’s Day in the future...
Elboya School’s 70th Anniversary
When: Thursday May 30, 2024, 5:30 - 7:30pm
Where: Elboya School (indoor and outdoors)
What: Enjoy an evening of food-trucks, games, live music and more!
Attn Alumni: Add photos of your days at Elboya to our Dropbox or email to be included in the event’s slide show and school archives.
Member Appreciation Event & Bocce Tournament
When: Friday June 14 2024, 4 - 7pm
Where: EBCA Community Hall Parking Lot
What: Food, drinks and bocce! Bring the whole family. Check online for more details closer to the event. Please purchase a 2024 EBCA membership beforehand if you haven’t already. Memberships are available here.
Neighbour Day 2024
When: Saturday June 15, 2024
What: Now in its 11th year, Neighbour Day is an opportunity for Calgarians to celebrate our community spirit and kindness. Go to our website or here for ideas and more information.
SW Neighbourhood Bikeway Project - Upcoming Engagement
The City of Calgary’s Public Engagement team is excited to share a new project for SW Calgary with you. This Spring/Summer 2024, they’re focusing on enhancing pathway and bikeway connections in the neighborhoods of Southwood, Haysboro, Kingsland, Meadowlark Park, Windsor Park, and Elboya. Their goal is to create safe and affordable routes that connect your community to essential destinations.

Development & Planning update:
Blanket Upzoning
As you all know, the Blanket Upzoning Bylaw 21P2024 with amendments , was approved by the Council link to meeting minutes. It was given third reading at the Special Council Meeting on May 14. Here are the links to the May 14 Meeting Minutes and Bylaw 21P2024.
On August 06, 2024 all our properties will be redesignated to R-CG in Developed areas or R-G in Developing areas (links are to current LUB districts) and a developer will only need to get a Development Permit (“DP”) to build rowhouses or townhouses. Here is a link to the City’s Development Permit Process (it is an excellent source of information).
EBCA & Resident Response to Development Permits
Nothing will happen until after August 6 and not until a developer applies for an R-CG DP. Even if it is for a single detached house, the new R-CG rules will apply. EBCA and residents can respond to a DP application by submitting comments to the City Planning department - there will be no public hearing.
The Britannia Restrictive Covenant (Caveat) and Elboya Restrictive Covenants may offer legal protection against R-CG densification, as the caveats have a clause that states "only one single family dwelling house…may be erected on each lot".
However, the enforcement of the Caveats through legal action is costly. The Britannia Caveat Fund and the Elboya Caveat Fund will need additional funding from community members. We would like to be prepared as the first R-CG DP will set the precedent for further DP approvals.
We will be reaching out to residents in the coming weeks to solicit your support and ideas on how to respond to R-CG. Please contact development development@elboyabritannia.com for more information.
Chinook Local Area Plan
The Chinook Local Area Plan is Phase 3: Refine. The City will be mailing out the latest pamphlet May 28. There has been no discussion of the treatment of the residential neighbourhoods to date. Skating Rink volunteers needed for next year
While it may seem a little early to be thinking of ice and winter, we need to bolster our group of rink volunteers for next year. It takes a lot of time and effort to keep these rinks in great condition - please consider volunteering, buying a community membership or donating to the rink fundraiser today.

We’d also like to thank all our members who volunteered with our development committees in the lead-up to the May 14 Council meeting - we could not have done this without your incredible effort, input and engagement.
